Non-Muslims can be prosecuted under Sharia law in Aceh if they participate with Muslims in offenses not regulated by Indonesian criminal law, under a new bylaw passed in the province late last year.

The controversial clause is contained in the Qanun Hukum Acara Jinayat (QHAJ), Islamic criminal procedure codes, passed by the regional House of Representatives (DPRA) on December 13th, 2013.

The clause pertains to “a violation committed jointly by two or more people, among them non-Muslims”, according to a copy of the bylaw obtained by Khabar Southeast Asia.

It also states that non-Muslims who are arrested can choose to be prosecuted in a Sharia court or a state court. But if the violation is not regulated by Indonesian criminal law, the non-Muslim will be prosecuted in Sharia court.

The new bylaws authorise Sharia police, prosecutors and judges to detain violators for 15 to 60 days if an investigation, trial or sentence warrants it. Until now, Sharia enforcement officials have only been permitted to arrest and briefly detain violators for counselling on Sharia norms. They have not had authority to put them in jail.

U.S. Secretary of State John Kerry spent part of his Sunday in his stocking feet at an Indonesian mosque, at one point beating a huge drum used to call Muslims to prayer.

Kerry’s visit to the modern Istiqlal Mosque in central Jakarta, said to be the largest mosque in Southeast Asia with a capacity of 130,000, was designed to demonstrate his respect for Islam as he visited the world’s largest Muslim-majority nation.

Kerry spent about 20 minutes touring the mosque, chatting briefly with women studying Islamic law and admiring the blue ceiling of its dome.

Having removed his shoes in keeping with Islamic custom, Kerry at one point was shown a gigantic, skin-covered drum which rests sideways on the mosque’s floor and stood several feet taller than his head.

After witnessing a demonstration by the Grand Imam, identified by the State Department as K.H. Ali Mustafa Yaqub, Kerry then used a club to beat the drum, which is used to call Muslims to prayer.

“It has been a special honour to visit this remarkable place of worship,” Kerry said in a handwritten note to memorialize his visit. “We are all bound to one God and the Abrahamic faiths tie us together in love for our fellow man and honour for the same God.”

Indonesia: Muslim threats lead to cancellation of New Year celebrations

Due to the massive protest campaign launched by extremist Islamic groups in recent days, the management of Hermes Palace – a multi-starred hotels in Banda Aceh – have canceled plans for New Year’s Eve. The celebrations for the last day of the year were planned some time ago, but the pressure from fundamentalist movements in Aceh, the only province in Indonesia where Shariah , or Islamic law is in vigor, has led to the evening’s cancellation for safety reasons and public order. Moreover, the Ulema Advisory Council of Banda Aceh (MPU) has called on the Muslim community not to “celebrate” Christmas and New Year because “they are not Islamic holidays”.

Octowandi , general manager of the hotel, confirmed the suspension of the dances and the concert scheduled for the evening, despite the event being a showcase for local entertainers, according to organizers, so that they could take advantage of free publicity and gain a wider and international audience.

The decision came after a meeting with Islamic leaders, who have proclaimed themselves the “guardians of Sharia law in Aceh .” The hotel managers were forced to publish a written document confirming the cancellation of all the events planned for the evening, including music and dance. The hotel, however, can organize similar events in any one evening in 2014 , but not New Year’s Eve because it “does not come from the Islamic calendar , but comes from the Christian tradition”.

The fundamentalist movements also promise raids and punishment for those who organize parties or celebrations for the last night of the year. The governor of Aceh and the police chief have been placed in charge of enforcing Islamic norms , such as the ban on alcohol, the explosion of fireworks and other things that are not inherent to the Muslim culture

Indonesia is the most populous Muslim nation in the world. Increasingly however, it has become the scene of attacks or episodes of intolerance against minorities, whether they are Christians, Ahmadi Muslims or belong to other faiths.

Aceh is the only Indonesian province where Sharia (Islamic law) is enforced, following a peace agreement between the central government and the Free Aceh Movement (GAM). Yet, in many other areas of the country, a more radical and extreme vision of Islam is spreading among ordinary Indonesians.

Certain rules such as the infamous building permit (Izin Mendirikan Bangunan or IMB in Indonesian) have been used to prevent the construction of Christian places of worship or stop construction already underway, as was the case for the Yasmin Church in West Java.

Update: Saudi sharia police warn against celebrating New Year’s Eve

Saudi Arabia’s religious police has warned that “punitive measures” will be taken against those who celebrated New Year’s Eve on December 31, Arabic daily Okaz reported.

Similar warnings have been issued by Islamic groups in other countries, including in Malaysia where Malaysia International Institute of Islamic Cooperation (Ikiam) said New Year’s Eve reflected the Jewish culture and would cause Muslim youths to commit sins.

Beauty queens and backstage drama may seem inevitable, but at this year’s Miss World competition, something more serious than hair-pulling and name-calling has come from host country Indonesia: Muslim hardliners have threatened to hijack the competition despite major concessions from the government and organizers.

The bikinis that have been a pageant hallmark were replaced with more conservative sarongs three months ago, after a small but vocal group complained that showing too much skin would be offensive to the world’s more populous Muslim country. But that only temporarily quieted protests over the event, which holds its internationally televised finale on Saturday.

The Islamic Defenders Front, known for angry protests and violent raids on bars and prostitution dens, began holding demonstrations weeks ago with thousands displaying signs that read: “Miss World is Whore Contest” and “Miss World Go to Hell.” More mainstream groups, including an influential Islamic body, joined in and called for the show to be banned.

Then just three weeks ago, the government announced that the final would be moved from the outskirts of the capital, Jakarta, and instead held on the Hindu-dominated resort island of Bali where earlier rounds were taking place.

The organizers were left bewildered and panicked, having just three weeks to rearrange an event that had been three years in the making. Hundreds of hotel rooms and 6,000 plane tickets had to be canceled and rebooked, and a new venue secured.

And even now, concern remains that Muslim extremists may try to disrupt the event. The British, Australian and U.S. embassies have issued warnings to citizens planning trips to Bali during the competition, saying there could be large-scale protests or even attacks.

Haidar Al-Hamid, who heads the East Java branch of the Islamic Defenders Front, said that despite tight security aimed in part at keeping protesters out of Bali, he plans to rally against the Miss World contest and has ordered all members to find a way to reach the nearby island.

The navy should neutralize them before they reach shore.

The Aceh Post newspaper is reporting that a senior sharia law enforcer called Zulkarnain, was admitted to hospital after crashing into a tree.

A police officer who arrived at the scene told the paper that he found marijuana in the car.

The head narcotics detective in the area says Zulkarnain’s urine later tested positive for the drug, which is strictly forbidden under sharia law.

There are also reports that Zulkarnain denied the drug use.

For days a violent campaign has been mounting against the Christian minority. An excuse used by the local leadership to distract citizens from problems, including justice and the fight against corruption. Jakarta (AsiaNews) – In the district of West Pasaman, the Indonesian province of West Sumatra, characterized by a strong presence of Islamic extremists, some local groups – supported by government leaders – have launched a violent anti-Christian campaign. And as in the days of the Suharto regime (1967-1998), the government is feeding the ethnic and confessional divisions, in order to distract the public from the real problems of the people, including justice and rights, development policies and a serious and effective fight against corruption. Meanwhile, the bishop of Padang, worried by the growing “Christianophobia”, is trying to mediate by maintaining “good relations” with the various groups and citizens’ representatives, including the moderate Muslim wing.

The wave of “Christianophobia” in the third largest island in the Indonesian archipelago has taken on concerning contours in recent days, with the increase in protests in public squares. On November 19, a mob marched through the streets of the West Pasaman District to protest against “the growing presence” of “Catholic and Protestant schools” in the region. Leading the procession were members and leaders of Islamic extremist groups, chanting slogans and shouting at schools, churches and stores owned by the religious minority.

Among the many signs that stood out in the crowd, one reminded citizens that it is “morally obligatory for Muslim families not to send their children to school in Christian or Catholic institutions.” Another poster invoked the closure “of Christian cafés and stores.” And the real fear is that the campaign of hatred and ostracism could take on even darker, more violent contours.

Among the protesters’ targets was also the Catholic Church of Sumber Karya, in West Pasaman, which is why local leaders have preferred to cancel the work of expansion and renovation, to avoid new tensions. Among the reasons for the attack on the building is the alleged lack of a building permit – the infamous Izin Mendirikan Bangunan (IMB) – a pretext often used to halt Christian works, centers and places of worship in Indonesia. A priest from the area told AsiaNews that all the procedures have been followed for obtaining a permit, but the authorities are resisting.

After Aceh, the only province in which Shariah law is in effect, the province of West Sumatra has the second-highest percentage of Muslims in the population and has many affinities with the first, including practices and regulations inspired by Islam and the Qur’an. It, too, is the scene of attacks against political leaders close to the minorities, as happened last year against the Catholic leader Supri, accused of “Christianizing” the zone. In addition to throwing rocks and stones at his house, the extremists repeatedly threatened him, ordering him to convert and embrace the faith of Mohammed. His dry response: “I’ll never change religion,” said Supri.

JAKARTA (AFP) – About 100 Islamic extremists on Tuesday praised the 9/11 hijackers at a rally outside the US embassy in Jakarta, as they celebrated the 11th anniversary of the deadly attacks.

Demonstrators carried posters and banners, one declaring “We are all Osama” under a picture of the late Al-Qaeda leader Osama bin Laden, as dozens of policemen stood guard before the embassy.

Other banners read, “It is time for Islamic revolution”, and “Democracy brings oppression”.

“They (the hijackers) sacrificed their lives to defend fellow Muslims in Palestine,” Muhammad Fachry, spokesman of the Sharia for Indonesia group, which organised the rally, told AFP.

“What they did was a reminder to the American government to stop oppression against Muslims and support for the Israeli government,” he said.

Son Hadi from the Jemaah Anshorut Tauhid, which has been labelled a terrorist group by the United States and sent supporters to take part in the rally, told AFP: “What the hijackers did was the start of the Muslim war against Western hegemony.”

Fachry said it was the first time his group, which was founded in 2010, had commemorated the attacks.

He referred to the hijackers as “the magnificent 19″, and praised their “bravery”.

“American arrogance collapsed together with the World Trade Centre’s Twin Towers,” the organisers said in a statement.

The arrogance, or ignorance, or hubris of elected officials has not collapsed. It’s grown. Like Muslims everywhere in the world, they want sharia.
