An Oklahoma City man was charged Wednesday with a felony after he allegedly sent a threatening letter to a mosque containing a white powder meant to be mistaken for anthrax.
Justin William Bouma, 32, was charged in Oklahoma County District Court with the rarely filed felony count known as the crime of terrorist hoax. Bouma also was charged with one misdemeanor count of malicious injury and destruction of property.
After testing the powder, the Oklahoma City Fire Department determined it was harmless. Police reported the powder was potassium perchlorate.
Bouma admitted to police on Aug. 18 he sent the “anthrax” letter to the mosque, police reported in a court affidavit.
Bouma “purchased some cheap detergent and placed it in the envelope,” according to the affidavit. Police reported threats in the letter were cut out of a magazine and a newspaper.
On Aug. 11, OK Halal Meat & Grocery, a Muslim-owned store adjacent to the mosque, had anti-Muslim sentiments spray-painted on the back.
Bouma admitted he painted the store but said the imam told him to, the affidavit states.
The graffiti referenced the Council on American- Islamic Relations, also known as CAIR. One statement said “CAIR not welcome.” Other remarks were crude and the terrorist group ISIS was mentioned.
Bouma reportedly attended the mosque in the past. Bouma became a suspect after authorities discovered threatening emails he had sent to mosque members, police reported.
Bouma has been held in the Oklahoma County jail since Aug. 18.
This appears to be an elaborate, yet poorly executed, hoax by the terrorist-linked CAIR.
Perpetrated by a mosque member (fall guy), at the behest of a CAIR imam, targeting a CAIR employee to make them look like targets, with a full blown PR campaign by CAIR OK, and then foisting another propaganda coup and dawah event having non-Muslims clean up the faked graffiti.

Mohammed is chairman of the board for CAIR-Oklahoma.
“I was personally targeted, I think because I’m the chairman of CAIR and I’m the director of news and information for the Islamic Society so who better to target,” he said. “One statement said ‘Saad is not welcome here.’”
Another statement said “CAIR not welcome here,”and the vandals also wrote messages directed at the Islamic Society. The vandalism also mentioned the terrorist group ISIS.
Mohammed said he was not concerned that vandals targeted him by name in one of their messages. He said he takes precautions on a regular basis when he is out in the community so he has no special concerns now.
The Muslim leader said he was pleased with the response from the society’s youth group and the Interfaith Alliance.
“The response was outstanding,” he said. “We will continue educating people and pushing forward and try to bridge this gap of hate.”
Now we know why he wasn’t scared – because his team was behind the fake hate crime. But they got national media attention and submitted more non-Muslims to their dawah.
Terrorist front group CAIR has been at the front of many faked hate crimes perpetrated by Muslims and blamed on Americans, with the media falling for it every time.
