A refugee from Iraq was arrested Wednesday in Northern California on a warrant alleging that he killed an Iraqi policeman while fighting for the Islamic State organization.

Omar Abdulsattar Ameen, 45, and other members of ISIS killed the officer after the town of Rawah, Iraq, fell to the Islamic State in June 2014, according to court documents.

He was arrested by the FBI Joint Terrorism Task Force at a Sacramento apartment building based on a warrant issued in May by an Iraqi federal court in Baghdad. U.S. officials plan to extradite him back to Iraq under a treaty with that nation, and he made his first appearance in federal court in Sacramento on Wednesday.

Ameen could face execution for the “organized killing by an armed group” according to Iraqi documents filed in U.S. federal court.

Prosecutors say Ameen entered the U.S. under a refugee program, eventually settling in Sacramento, and attempted to gain legal status in the United States. It wasn’t immediately clear when Ameen came to the U.S.

Officials said Ameen kept secret his membership in two terrorist groups when he applied for refugee status, and later when he applied for a green card in the United States.

State Department and Department of Homeland Security officials did not immediately respond to questions about Ameen.

The FBI’s Joint Terrorism Task Force has been investigating Ameen for filing fraudulent travel or immigration documents since 2016, according to a court filing. It says the FBI independently corroborated Ameen’s involvement with the terrorist organizations and participation in the slaying.

Prosecutors said in court filings that the release of an alleged member of a designated foreign terrorist organization would be a national security risk.

The Iraqi arrest warrant and extradition request say that Ameen entered his hometown of Rawah in the Anbar province of Iraq with a four-vehicle ISIS caravan and drove to the home of Ihsan Abdulhafiz Jasim, who had served with the Rawah Police Department. He and at least five other named suspects opened fire and the man shot back, but the documents allege that Ameen fatally shot the man in the chest as he lay on the ground.

The militants later claimed responsibility for the slaying on social media.

The FBI has interviewed at least eight witnesses who identify the Ameen family — including Ameen himself, his father, brothers, and paternal cousins — as affiliated with al Qaeda and ISIS, prosecutors said.

Court documents say Ameen’s family also aided al Qaeda in Rawah and that Ameen was a member of both al Qaida in Iraq and ISIS. The documents allege that he did a number of things in support of the groups, including helping plant improvised bombs.

Omar Abdulsattar Ameen, 45, was arrested Wednesday and is being held without bail in Sacramento County Jail. He had settled in Sacramento as a purported refugee and attempted to gain legal status in the United States, according to the Department of Justice.

FBI agents began showing up about 8 a.m. at the Eastern Villa Apartments on Eastern Avenue, and agents cleared the scene at about 1:30 p.m.

An arrest warrant was issued for Ameen on May 16 by the Baghdad Federal Al-Karkh Appellate Court after he was charged with premeditated murder, court documents show.

ISIS entered the Rawah District of Al-Anbar Province in Iraq and seized control of the district on June 21, 2014, preventing citizens from entering or exiting the district.

The following day, a four-vehicle ISIS convoy carrying several people, including Ameen, stopped at the family home of an Iraqi police officer and opened fire, documents said.

Ameen fired his weapon at the officer while the victim was on the ground, hitting him in the chest, according to court records.

Soon after, a post appeared on social media celebrating the killing: ” is the day to eliminate some rotten heads. Now in Rawah, the criminal Ihsan has been eliminated at the hands of Mujahidin.”

According to court documents, Ameen has been a member of Al Qaeda and then ISIS since 2004. He was not known to have renounced membership in either group.

Ameen has reportedly undertaken numerous acts of violence on behalf of the terrorist organizations — everything from murder to planting IEDs, records show.

The FBI talked to Ameen, his father, brother and cousins, and they said he was a member of ISIS. They said it is common knowledge that Ameen was a main local figure in ISIS and was said to be one of five native Rawah families that helped found Al Quaeda in the region, according to the documents.

Documents from the government of Iraq list a myriad of other offenses against Ameen: He became a financial officer for Al Qaeda in Al-Anbar and took control over the military leadership in all Western areas of Al-Qa’im and Rawah.

In 2006, Ameen launched an attack against he army headquarters in the Al Karabilah area, where he took soldiers as prisoners and executed them at the same time, the government document shows.

In his immigration application, Ameen said he was a trader in vegetables and was a truck driver in Iraq. He arrived in the U.S. in November 2014.

Ameen concealed his membership in terrorist groups when he applied for refugee status in the U.S. and later when he applied for a green card in the U.S., according to the Department of Justice.

Ameen stated in a 2014 refugee interview with U.S. Customs and Immigration Services in Turkey that he had returned to Iraq many times. He also had a resume that said he worked in Turkey through May 2014.

According to Ameen’s resume prepared in 2018, Ameen listed that he was an auto mechanic in Sacramento from February 2016 until February 2018 after he worked for six months in Salt Lake City as a laborer and truck loader.

Before that, Ameen’s resume listed that he worked in Turkey as a “house man” and construction laborer, and as a truck driver in Baghdad from 1996 to 2006.

How many of his family members are in the U.S.?

Ameen is at least the second Iraqi Muslim terrorist arrested in the last week.

  1. Here you go! This is how well Obama’s administration ‘vetted’ these refugees! How many more of the hundreds of thousands that the Obama administration let in are outright terrorists? How many are in fact killers waiting to strike again? Think about what has been done to our country! Round um up ship them all back and properly vet them over there not here!

  2. It’s totally amazing how that after WW2, many of the Nazi war criminals moved to South America and attempted to hide their identities. They knew they’d be extradited and given the death penalty if found out! Funny thing….. now we deify these scumbags and practically give them a ticker tape parade and a national holiday named in their “honor”!!!!! Oh my, how we have “progressed”!!!!!

  3. The military did a very good job, of training personnel to identify at a quick glance, who is a immediate threat. I don’t what the MSM might say about this guy, but at a glance of his countenance tells me he is a stone cold killer. Can’t be sugar-coated, HE IS!!

    • Oh so correct! We could have Veterans do a once over as they load up to come here and weed out a lot of them! But, it’s easier just to shut it down because they all hate us, have since childhood when they were trained by their parents!
